Working with other Navegante personnel, feasibility and marketing studies were completed, layout and design completed, financing arrangements made and the structure converted into a casino. Woolf and architect Peter Wilday visualized the opportunity, acquired the property and became the developer and co-owner. Many “experts” predicted that the market could not sustain another casino property which resulted in little or no interest by lenders and investors. The Carson City gaming market had several long established existing casino properties and had shown no growth for several years.
A closed down former hardware store structure became available for commercial development.
